A federal judge blocked DHS field interviews in nine states through Election Day but paused the order until Friday for an appeal [84][247].

The split The Daily Wire headlined it "Biden-Appointed, Mexican-Born Judge Reins In DHS" [418]; the Bulwark called the DHS home visits "DHS on doorsteps now" and "dangerous election interference" [267]; ABC called noncitizen voting "quite rare" [84].

US fuel refiners stand to gain from Trump's announcement at his Sioux City rally that the administration is using the Defense Production Act to release $150 million for domestic diesel and gasoline refining capacity [121][286]. Federal taxpayers pay, through Defense Production Act Section 303 funds. A presidential determination dated April 20, 2026 finds refining capacity essential to national defense and authorizes the Secretary of Energy to make "purchases, commitments, and financial instruments," but sets no dollar amount (White House). The $150 million figure rests on the rally announcement and news reports [121][286]. We found no award record for it, and the articles name no recipients. Refiners are posting large profits under war-driven fuel prices, with diesel averaging $6.32 a gallon [250]. Phillips 66 reported net earnings of $3.8 billion for the second quarter of 2026, against $207 million in the first quarter (SEC 8-K). A $10 billion share repurchase authorization followed in July (SEC 10-Q) [15]. The decision was Trump's, with funds directed through the Energy Secretary under his determination. The record shows no tie between the recipients and the decider. Phillips 66 did register Cornerstone Government Affairs from January 1, 2026 to lobby on fuel, energy and trade issues (Senate LDA). That filing does not mention the Defense Production Act or this funding.›
